Pets should implant microchips prior to the injection of rabies vaccination. The microchip should be of international ISO standards with 15 digits or of AVID specification with 9 digits

All pets entering Japan need to be fully vaccinated, including a 5-in-1 prevention vaccine for dogs and at least two or more rabies vaccinations
At their first vaccination, your pet should be more than 91 days old and the second vaccination should be performed with more than 30 days apart.
Carry out Rabies Antibiotics Tests
180 days before departure
After the second (or more) rabies vaccination, blood tests must be sent to a veterinary clinic and to an agency approved by the Ministry of Agriculture, Forestry and Fisheries of the Japan for antibiotics testing.
Obtain the Rabies Antibiotics Test Report
150 days before departure (or more)
Obtaining the antibiotics test results generally requires a maximum of 30 days. The test results must indicate antibiotics level of 0.5 IU/ml or more. The date of entry into Japan must be calculated from the test date (step 3) and needs to be after 180 days and less than 2 years. If the date of entry is less than 180 days, you pet will be forcibly isolated in Japan until 180 days is reached.
Lodge and submit quarantine application
Submit the “NOTIFICATION FOR IMPORT OF DOGS” application with at least 40 days before departure to the Ministry of Agriculture, Forestry and Fisheries, Animal Quarantine Department of Japan (Airport Access Section)
If you need to change your flight or entry date after your application, you must submit a change request (The change request entry date can only be after the original application date)
Apply for a special permit from the Hong Kong Agriculture and Fisheries Department
35 days before departure apply for a special permit from the Hong Kong Agriculture and Fisheries Department (requires 5 working days) for the return trip to Hong Kong
Ensure a health certificate from a registered veterinarian is issued
10 days before departure, obtain a health certificate from a registered veterinarian after performing deworming, flea control and physical examinations.
Apply for a health certificate from the Hong Kong Agriculture and Fisheries Department
Submit all supporting documents within 10 days before departure including: proof of vaccination issued by AQS, the “APPROVAL OF IMPORT INSPECTION OF ANIMALS” acceptance letter, the rabies antibiotics test report, rabies vaccination certificate (dog tag), veterinary clinic vaccination certificate (vaccination card), health certificate issued by veterinarian, the Japanese health certificate application form (Form A and Form C) and the special access permit number (application takes 2 working days)
If the inbound or outbound breed are: Staffordshire Bull Terrier (Beagle) and Bengal Cat (Cat), a statutory certification for the proof of breed / pedigree certificate of more than five generations must be submitted.
Submit an application to the Quarantine Department (Airport Export Section) of the Ministry of Agriculture, Forestry and Fisheries of Japan and make an appointment to veterinary on duty.
Submit documents including “NOTIFICATION FOR EXPORT OF DOG” application, “APPROVAL OF IMPORT INSPECTION OF ANIMALS” acceptance letter and “Special Permit” before departure or within 7 working days of the return flight.
Arrive at the airport at least 3 hours prior to flight departure. You must present documents including the “APPROVAL OF IMPORT INSPECTION OF ANIMALS”, rabies antibiotics test report, rabies vaccination certificate (dog tag), and the vaccination certificate from veterinary clinic (pin card), health certificate issued by veterinarian, the Japanese health certificate application form (Form A and Form C) to the airline.
Before Pet Shipping
Your pet’s overall weight is measured with the cage and all items placed inside. Final checks are required to ensure the cage is installed with safety belts and baggage labelling according to airline’s requirements.
Arrival to Japan
Show your receipt and pick up your pet next to the baggage conveyor.
Collect Certifcate/Animal and Plant Quarantine Department
Present the full set of original documents, the veterinary on duty shall examine your pet and issue the “IMPORT QUARANTINE CERTIFICATE FOR DOG” certificate.
Inform the Hong Kong Fisheries and Care Department
At least 24 hours before returning to Hong Kong, notify the Hong Kong Airport Agriculture, Fisheries and Care Department. Information such as the special access permit number, arrival flight number and the pre-scheduled quarantine time are required.
Obtain Export Quarantine ceritifcate before returning to Hong Kong
Present documentation including the “NOTIFICATION FOR EXPORT OF DOG” application for, the “IMPORT QUARANTINE CERTIFICATE FOR DOG” certificate, special access permit, rabies antibiotics test report, rabies vaccine certificate (dog tag), and veterinary vaccination certificate (Pin card), etc.
Conduct a simple physical examination by a Japanese registered veterinary. Upon completion, obtain an “EXPORT QUARANTINE CERTIFICATE FOR DOG” certificate and an official health certificate in the format required by Hong Kong.
